Stupak's Principles Cave Long Before This Weekend
Recorded in 2009. Apparently the chance to vote on abortion funding not abortion funding itself was the issue for Stupak.
President Obama gave Stupak his "vote" via a powerless executive order because, obviously, no executive order can override legislation.
If an executive order could override congressional legislation, the President could govern by executive order overturning congressional decisions he disagreed with and implementing action Congress had rejected. Congress would be unnecessary.
